DMV CROWN CUP USA SOCCER LEAGUE

MEN’S 11v11 LEAGUE BYLAWS

ARTICLE I: LEAGUE NAME AND PURPOSE

Section 1.1 – League Name

The official name of the league shall be DMV Crown Cup USA Soccer League, hereinafter referred to as the “League.”

Section 1.2 – Purpose

The purpose of the League is to organize and operate competitive semi-professional soccer competitions within the DMV (District of Columbia, Maryland, and Virginia) region, with a primary focus on Fairfax County, Virginia. The League is committed to promoting sportsmanship, athletic development, community engagement, and sustainable league growth.

The League operates multiple formats, including Men’s, Women’s, and Youth competitions. These bylaws specifically govern the Men’s 11v11 League.

ARTICLE II: LEAGUE STRUCTURE

Section 2.1 – League Format

The Men’s 11v11 League shall operate under a flexible structure determined by the number of registered teams:

  • 10-Team Format: Implemented when ten (10) teams are registered
  • 8-Team Format: Implemented when ten (8) teams are registered
     
  • 6-Team Format: Implemented when six (6) teams are registered
     

The League reserves the right to adjust scheduling and competition format to ensure competitive balance and operational efficiency.

Section 2.2 – Season Structure

League matches shall be scheduled on Tuesdays, Wednesdays, and Thursdays between 8:00 PM and 11:00 PM at designated Fairfax County facilities, including but not limited to:

ARTICLE III: TEAM REGISTRATION AND FEES

Section 3.1 – Team Registration Fee

Each participating team shall pay a non-refundable registration fee of $2,000 upon enrollment.

Section 3.2 – Registration Process

All teams and players must complete registration through the League’s official mobile application.

Section 3.3 – Roster Requirements

  • Team rosters are unlimited in size
     
  • All players must be registered through the League application
     
  • All players must possess valid USA Soccer mandatory player insurance
     

Section 3.4 – Player Insurance

Each player must maintain USA Soccer mandatory player insurance at a cost of $30 per player.
Teams are fully responsible for ensuring that all players are insured prior to participating in any League match or activity.

ARTICLE IV: FINANCIAL STRUCTURE

Section 4.1 – 10-Team Format Budget

  • Total Budget: $20,000
     
  • Field Fees & Camera Operations: $5,000
     
  • Prize Pool: $15,000
     
    • Champion: $12,000
       
    • Runner-Up: $3,000

Section 4.3 – 6-Team Format Budget

  • Total Budget: $12,000
     
  • Field Fees & Camera Operations: $4,000
     
  • Prize Pool: $8,000
     
    • Champion: $6,000
       
    • Runner-Up: $2,000
       

Section 4.3 – Referee Fees

Each team shall pay $200 per game in referee fees. These fees must be paid in accordance with League payment deadlines and procedures.

ARTICLE V: PLAYOFF STRUCTURE

Section 5.1 – 10-8 Teams Format Playoffs

When operating with ten (10-8) teams, the League shall utilize a six-team playoff format. The top six (6) teams from the regular season standings shall qualify.

Section 5.2 – 6-Team Format Playoffs

When operating with six (6) teams, the League shall utilize a four-team playoff format. The top four (4) teams from the regular season standings shall qualify.

Section 5.3 – Playoff Seeding

Playoff seeding shall be determined by regular-season standings. Official tiebreaker procedures shall be established and enforced by League administration.

ARTICLE VI: GAME OPERATIONS

Section 6.1 – Game Times and Arrival Requirements

  • Matches are played Tuesday through Thursday
     
  • Kickoff window: 8:00 PM – 11:00 PM
     
  • Teams must arrive at least 45 minutes prior to kickoff
     
  • Any team with fewer than eleven (11) players 30 minutes before kickoff shall be fined $50
     

Section 6.2 – Referee Requirements and Payments

  • All matches must be officiated by certified referees
     
  • Referee fees of $200 per game per team must be paid no later than Sunday at midnight preceding the match
     
  • Late payments incur a $50 penalty per day
     
  • Failure to pay referee fees in full shall result in automatic match forfeiture
     

Section 6.3 – Field Equipment and Video Coverage

The League shall provide cameras and standard field equipment at all designated facilities.
Teams may opt to hire their own videographer; if this option is exercised, prize money may be increased at the League’s discretion.

ARTICLE VII: PLAYER ELIGIBILITY

Section 7.1 – Registration Deadline

All players must be registered through the League application to be eligible to participate.
Players must be registered at least 48 hours prior to a scheduled match to be eligible for that match, except in documented emergency situations approved by League administration.

Section 7.2 – Insurance Compliance

No player shall be permitted to participate without valid USA Soccer mandatory player insurance.

Section 7.3 – Roster Flexibility

Teams may maintain unlimited roster sizes provided all eligibility, registration, and insurance requirements are met.

ARTICLE VIII: RULE MODIFICATIONS AND GOVERNANCE

Section 8.1 – Bylaw Amendments

These bylaws may be amended by League administration following established governance and voting procedures.

Section 8.2 – Rules of Play

All matches shall be played in accordance with FIFA and USA Soccer rules, unless otherwise modified by the League.

Section 8.3 – Dispute Resolution

All disputes, protests, and appeals shall be reviewed and resolved by League administration. Decisions rendered by the League shall be final.



 

Crown Cup USA League / Tournament Format Overview (Standard Competitive Structures)

1) 11v11 – Full-Side Soccer (Outdoor)

Purpose: Traditional outdoor soccer format, ideal for adult teams and older youth (U13+).

Structure:

  • Standard 11 players per side (10 field players + goalkeeper).
     
  • Regulation full-size pitch with FIFA laws applied.
     
  • League or tournament style usually has group play followed by knockout brackets or round-robin standings.
     
  • Game length is typically 2×35–45 minute halves depending on age & division.
     
  • Separate Men’s and Women’s divisions with competitive, open, and possibly age-graded flights.
     
  • Youth divisions typically use age-appropriate field sizes and roster rules.
     

Professional Use: Adult pro/am men’s and women’s competitions, college showcases, regional champions.

2) 7v7 – Small-Sided Outdoor Soccer

Purpose: Emphasizes technical play and development — ideal for U9–U12 youth or adult small-sided leagues.

Structure:

  • 7 players per side (6 field + goalkeeper).
     
  • Smaller pitch and goals than 11v11, shorter game durations.
     
  • Often used for development leagues, partial fields, or modified competitive brackets.
     
  • Frequent substitutions, usually on the fly.
     

Competitive Play: Used in many youth tournaments and secondary tier leagues; allows more touches per player.

3) 5v5 – Futsal / Small-Sided Indoor/Outdoor

Purpose: Fast-paced small-sided format that improves technical skills, quick decision-making, and close control.

Common Features (Futsal / 5v5):

  • 5 players per side (4 field players + keeper).
     
  • The futsal version is usually played on a hard court, with futsal balls and futsal-specific rules as governed by U.S. Futsal (member of U.S. Soccer).
     
  • Leagues may operate indoor winter seasons or standalone tournaments.
     

Competitive Structure:

  • League or Cup structure typically involves group stages + knockout rounds.
     
  • Reduced field size accelerates play and tactical intensity.
     
  • Can be offered for adults and youth divisions equally.
     

4) Futsal (Indoor 5-a-Side – Official)

Purpose: Recognized by U.S. Futsal and US Soccer as the official five-aside indoor variant with distinct rules (smaller ball, smaller court). 

Format:

  • 5 players per side.
     
  • Played on a hard court (basketball-size or gym surface).
     
  • Unlimited substitutions (on the fly).
     
  • Official regional and national championships exist at youth & adult levels.
     

Professional Aspect: National and regional futsal championships feed into broader national rankings
